The Response by International Emergency Medical Teams Following the Beirut Harbor Explosion in 2020–Who Were They, When Did They Arrive, What Did They Do, and Were They Needed?

Introduction: On August 4, 2020 a massive explosion struck the Beirut Harbor in Lebanon. Approximately 220 people were killed and over 7000 injured, of which 12% hospitalized. Despite being weakened by an economic crisis increasing numbers COVID-19 cases, national healthcare system responded promptly. Within day, International Emergency Medical Teams (I-EMTs) started arriving. Previous studies have found that I-EMTs arrived late not been adapted to context dominating needs. The aim this study was document organization, type, activity, timing deployed discuss their relevance relation medical Method: Data on all retrieved from available sources, including internet searches, I-EMT contacts, World Health Organization (WHO) EMT coordination cell (EMT CC) WHO classification used categorize teams. Information characteristics, timing, activities systematically assessed. Results: Nine following explosion. Five equivalent Type 2 (field hospitals), three military. first within 24 hours, while last set up one month after Four civilian provided non-clinical support as Specialized Care Teams. A majority focused trauma care. Three rapidly re-tasked care public hospitals. Conclusion: military rather than normal burden disease, COVID-19. Re-tasking EMTs requires flexible EMTs. To be better adapted, response should guided systematic assessment both capacities affected country well varying health effects hazards before deployment.
